Changes to Building Regulations Parts F, J & LNew Building Regulations

1 October 2010 will see:
Part F (ventilation)
Part J (combustion appliances)
and Part L (conservation of fuel and power) come into force.

The Government consider Part L to be a major step towards zero carbon and is promoting renewable technologies to help deliver this commitment.

In particular, Part L will entail a 25% reduction in CO2 emissions from 2006 standards with the resultant requirement for improvements to the specifications for services and the building envelope to achieve the necessary reduction in CO2 emissions.

MLM are providing CPD sessions and briefings to help clients understand the changes, their implications and plan for the future.

The transitional arrangements for these changes are as follows:

  • The 2006 versions will apply to projects commenced on site before 1 October 2010
  • The 2006 versions will apply to all Initial Notices served before 1 October 2010 and commenced before 1 October 2011
  • The 2010 versions will apply to all applications made after 1 October 2010

“Commencement” – this includes a foundation (not demolition or strip out works) and the laying of drainage. For larger / multi unit sites a start on one part means commencement for the entire scheme.
